Capacity of checkpoints will increase by 12 times
At the plenary session of the Majilis on March 6, 2019 First Vice Prime Minister - Minister of Finance Alikhan Smailov, speaking before the deputies, announced the plan to increase the capacity of customs checkpoints by 12 times.
In the Message to the People of Kazakhstan “Third Modernization of Kazakhstan: Global Competitiveness” the Head of State has noted that one of the priorities of the economy of Kazakhstan is the development of a new Eurasian logistics infrastructure, in connection with which it is necessary to ensure the freedom of goods transit, creation and modernization of transport corridors. To this end, it is necessary to develop the customs infrastructure of checkpoints on the Kazakhstan section of the external border of the EEU.
The Minister has noted that the existing infrastructure of checkpoints on the Kazakhstan section of the EEU external border “does not allow for a uniform and accelerated passage of an increasing flow”. The situation on the Kazakh-Uzbek border is an example. At checkpoints from Kazakhstan side there is a daily accumulation of 70 to 300 vehicles per day, carriers stand in queues for up to three days.
To solve the problem MF RK has already developed the concept of a reference checkpoint, which involves the arrangement of points with mandatory physical separation of traffic flows (without crossing traffic lines).
It is planned to modernize and retrofit nine road and one railway crossing point. It is planned to launch the project at the end of this year and complete it in 2022. Modernization of checkpoints along the entire perimeter of the EEU external border, as well as automation of the entire cycle of goods movement will increase the level of customs administration, improve the infrastructure of checkpoints, minimize corruption risks, which in general will have a positive impact on the financial costs of foreign economic activity participants and country’s ratings.
A. A. Smailov has stated that unified pass-through automated corridors of technical control for non-stop movement of vehicles will be installed. As a result of the reconstruction, capacity of these points will increase by 12 times: if there were 450 vehicles per day, it will reach 5.5 thousand. In particular, it is expected to increase tax revenues, but is not the main issue. And the main issue is that we will increase the transit potential of Kazakhstan. And also the time will be reduced from an hour to 25 minutes.
